This is a known problem with Andriod. The browser won't accept the security certificate nor can you set it up with the VT-Wireless one out of the box. The issue is semi-fixed with Éclair but not perfect. Nonetheless, I found this gem of an app will perusing the net. It might work on Donut but it confirm to work on Cupcake and above:

I have an openmoko phone running android 1.5 and am trying to connect to vt-wlan. The standard page does not come up but a page that says welcome to cisco wireless networks does. It asks for a username and password but has no visible submit button. After putting in the requested information and hitting enter it just cycles back to the same page. This version of droid looks like it will not accept a certificate solution. Any thoughts?
