Yes, Jude is correct. In early 2001, we at the University of
Florida chose to "phase in" ETD submissions by requiring that when
the incoming class of Fall 2001 submit their theses and
dissertations, they would do so electronically. During the
interim between 2001 and the expected peak in 2003, students had
the option of submitting electronically, with some colleges
requiring ETD submission on their own (Computer Science,
Engineering, Mathematics, for example). This gave us the time we
needed to build, test and modify the necessary infrastructure to
support the ETDs, and as predicted, the number of electronic
submissions reached a dramatic peak in Spring 2003 and has stayed
robust ever since.
